Hebron Town Clerk
Hello, my name is Carla Pomprowicz. I am a Candidate for re-election to the Hebron Town Clerk's position. This November I will be celebrating my 10th anniversary as Hebron’s Town Clerk. You might not know that this position entails much more than issuing licenses (dogs, marriages, fishing, etc). Below are some of the activities I have been working on. · Pursued and obtained grants annually for special projects such as Vital Records Preservation, Preservation Survey, Map Conservation, and conservation of the Hebron Historical Record Collection, initiated a multi-department Records Management Program and been awarded a grant for imaging and scanning land records to prepare for online access and disaster recovery. Grants have also been awarded for the purchase of specialty storage units, shelving and supplies to properly house and care for Hebron’s Archival collections. Over $77,236. in grant funds have been awarded to the Town Clerk’s office. · We completed the creation of a Map indices database and scanned the Hebron Map Collection so they can be found and printed from the land record computers, and created database for the Vital Record indices and completed the project that codified the Town ordinances. · Continuing projects include those that will prepare the Town for disaster recovery in the event of a fire or natural disaster, fine tuning the Hebron Historic Document Collection, and getting the multi-department Records Management Advisory Committee up and running. · Achieved the State of CT Town Clerk certification and through the New England Town Clerks Association obtained a Certified Municipal Clerk designation. I plan to continue my work with the Historic Preservation Advisory Committee with the CT State Library, an ongoing oral history of Hebron’s residents’ project, continued service to the Hebron Historic Author Collection at the Douglas Library, Hebron Cemetery Association, and Board of Directors for AHM where I also participate as a volunteer with the AHM Lanterns Mentoring program. Past services include Charter Revision Committee, Hebron 300th Celebration Committee, Hebron Historic Properties Commission, HVFD Auxiliary, and the Hebron Historical Society. Thank you. Carla.

Hello, my name is Mark Stuart. I am a Candidate for re-election to the Hebron Board of Selectmen. I currently serve as the vice chairperson of the Hebron Board of Selectmen and have held that position for more than 4 years. My family and I have lived in Hebron for over 24 years. My wife and I have two daughters who have been schooled in Hebron and are now studying at the college level. I am employed as a professional technology management officer in a Connecticut-based firm and have been active in Hebron politics for many years. The Board of Selectmen is the policy making body for the whole community. This Board provides leadership by reaching out to the community; seeking and considering all points of view and opinions; encouraging all who want to participate an opportunity not only to be heard but to know their opinions matter. In past years I have served on the Hebron Board of Finance, Hebron Capital Improvement Committee, Hebron Modular School Building Committee, and Regional 8 (RHAM) Financial Oversight Committee. I attended the University of Connecticut and hold a BA in History and an MBA in Finance. I am a past president of the Hebron Business & Professional Association. In running for re-election to the Board of Selectmen I seek to continue fostering an environment of cooperation and communication. It is essential that we maintain our efforts to ensure that the BOS reaches out to the leaders and members of Hebron’s boards and commissions including the Board of Finance, the Hebron Board of Education and the RHAM Board of Education, and the other commissions and committees that work to keep Hebron a better place to live in. Please Vote on November 3, 2009. I moved from East Hartford to Hebron in 2002, and I felt like I had come home. The sense of community and open friendship of my fellow residents, I naturally gravitated to being more involved in local issues and politics. I am employed as the Manager of the Virtual Information Center at Hartford Steam Boiler Inspection and Insurance Company. I have served on several non-profit boards, including the Board of Directors of SLA - an international association of information professionals, and the Syracuse University Alumni Association. Within a month's time of our arrival in town, I was attending the Hebron Democratic Town Committee meetings. It provided a platform for me to begin learning about the issues affecting our town. I served on the Tricentennial Commission as well as the Historic Properties Commission as I sought to learn about the town history and the people of our town. My research led to the creation of a complete roster of the Selectmen of Hebron from 1708 to present. In 2006, I was appointed as chair to Hebron's 300th Celebration Committee. It proved to be a great opportunity to bring my interests in the past together with my desire to serve the present. Through the various events - from fundraising through Proclamation Day, and more - I met with, worked with, and got to know the people, organizations, houses of faith, businesses and schools from our town. Hebron is a great place to live, and I want to help keep its character, while building for its future. I would welcome the opportunity to take the lessons I have learned and use them to benefit our town. I ask you to consider my Candidacy. Thank you. Peter.

HELLO, my name is Karen Strid and I’m running for the Hebron Board of Finance. Hebron has been my home for 23 years, and I expect my husband David and I to be here at least 23 more! After a number of years working as a Special Education Paraprofessional, (one of my three children is a special needs child), I decided to start my own machine quilting business out of my home. I love everything about quilting--the camaraderie of fellow quilters, the beauty of the fabrics,the creative process and the satisfaction of the finished piece. I guess I’d say that my other passion is community service. It requires some of the same skills that I bring to sewing: persistence,patience, attention to detail and problem-solving, and working with the business side of the finances. I’ve been serving the residents of Hebron for over 15 years, first as a member of the Planning and Zoning Commission in 1994 and then as Chairman from 1995 to 2000. From 2000 through 2007 I served on the Board of Selectmen, first as a member and then as Chairman. In 2008, I was appointed to the Hebron Charter Revision Commission, and currently serve as Chairman. I have a complete understanding of how town budgets are formulated, structured and utilized in the best interests of our Community, and I request your support and vote on Election Day. Hello, my name is Judith Podell and I am a Candidate for re-election to the Hebron Planning & Zoning Commission. If re-elected in November, this will be my 3rd term as a member of the Planning & Zoning Commission (PZC). When I was first elected, I thought I could forbid people from building ugly buildings, from clear-cutting lots and generally impose my personal opinions on the process. Well, that's not the way it works. As the PZC chairman patiently explained to me, there are laws, statutes, and regulations that dictate what the Commission can and cannot do. While 1 don't have the power I naively thought I would have, I hope that in the 8 years I have been on PZC, 1 have helped to implement and improve our Plan of Development in order to protect our natural resources, encourage thoughtful growth and enhance the character of our community for the benefit of all Hebron's residents. I continue to live in Gilead in the "Grange Hall," that my late husband David and I bought 12 years ago. My volunteer experience includes... • Vice Chair PZC for the past 4 years. • PZC representative to the Facade Improvement Committee (a state grant- funded program to assist local downtown businesses in "sprucing up" their buildings). • PZC representative on the Capital Improvement Committee—the group charged with the nearly impossible task of making a tiny percentage of your tax dollars stretch to address the multiple, big ticket, long-range fiscal needs of the Town. • Attended Land Use Academy at UCONN to improve my understanding of the Planning and Zoning process. • Past member of Economic Development Commission (EDC). • 2007-2008 Treasurer, Hebron's 300th Celebration Committee, responsible for fundraising. Some of the projects for the year-long celebration that I am proudest of: the Commemorative Stone Wall in the town center and the decorative banners that now hang from the light poles in the historic district. • Member of the Hebron Phone Book committee working to resurrect and update the 1997 version. In these past 8 years on PZC I have been fortunate in my colleagues—talented and dedicated people who ignore partisan politics and work cooperatively for the betterment of the town, under the guidance of a visionary Town Planner. Hello, my name is Donald Masters and I am a candidate for the Planning & Zoning Commission, and I request your support and vote on Election Day. I have lived in Connecticut all my life and my family and I are especially proud to have spent the last 12 years as residents of Hebron. I truly feel privileged to have this opportunity to represent the town on the Planning & Zoning Commission. My educational background includes advanced degrees in both engineering and business administration, enabling me to make the correct business decision among the various technical solutions that are often presented. All my academic degrees were attained with high honors as I make a point of putting my best effort into all of my pursuits, and I believe these skills and traits will translate seamlessly into a future role as a Member of the Planning & Zoning Commission. My background as an engineer allows me to focus on the facts at hand and seek a solution that best resolves the issue for all involved parties. As a alternate member of the Zoning Board of Appeals I have participated in many of the committee's deliberations over the last two years and believe that this experience translates seamlessly into the PZC position that I now seek. Hello, my name is Brett A. Monroe and I am a Candidate for the Hebron Board of Education. I was born and raised in Lyme, CT where I attended the public school system in Lyme and Old Lyme. I received a BA and MA from the University of Connecticut, in Communication Processes, focusing my studies on new technology and political communications; and during my program I was able to participate in an internship with Representative Sam Gejdenson. After college I moved to Boston, MA, and lived there from 1995 to 2001. During my college tenure I had a lot of exposure to computers for writing papers, running statistical samples and worked in the Communication Science lab supporting their networked computers. While in Boston I migrated from statistical research to the information technology field. Eventually I tired of renting and became interested in buying a home, but housing and condo costs in the Boston area were very high. I also missed living in a rural area and decided to move back to CT, settling in Lebanon in 2001. After moving back to CT, I worked with Greywolf Technologies, a local internet service provider, located in Willimantic, CT and Walker Systems Support, an IT. support firm based in Farmington, CT. Both jobs provided me with a wide array of exposure with area small and medium businesses, as well as supporting many state-wide municipalities and school systems. Starting in February 2009 I joined ForeSite Technologies' IT infrastructure support team, located in East Hartford, CT. My wife, Kathleen, and I moved to Hebron in March 2006 and we have a thirteen month-old son, Julian. Kathleen received an MA from UConn in 2005 and works at McLaughlin and Associates, in Mansfield CT, as a speech language pathologist for the birth-to-three program. Up to this time I have had very little community involvement in either Lebanon or Hebron. However in the past seven years I have had extensive involvement in public, private and catholic school systems throughout CT. I have had the opportunity to work with school administrators to allot the proper resources to proactively maintain a solid network to support the needs of students, teachers and office staff. I have found it very rewarding to be able to tackle projects to make computer networks and applications as seamless, yet as functional as possible. I am excited to investigate new technology to bring into the classroom to support the roles of teacher and students. I also feel it is very important for school systems to be vigilant towards network security; to properly partition private data, school and student records from inappropriate access - whether those attacks stem from the Internet or from inside the school (because kids will always try to see what they can get into!). Outside of applying software or a hardware appliances to restrict or protect student and staff usage of a network or the Internet; I feel that there ought to be more emphasis on educating staff, students and parents on the best and safe practices when using computers and accessing the Internet. My role as a consultant over the past seven years has had me working with a variety of administrations and bureaucracies, budgets and implementation teams. Technology priorities shift as budgets grow or shrink and there has always been a need for me to be flexible and to be able to offer suggestions to best push forward an initiative, even if it means at a scaled back or more conservative rate of growth. Kathleen and I love living in Hebron and we are very happy that we chose to settle and raise our family here. If I am elected to the Board of Education, I look forward to learning more about how local government functions and how to best promote a quality education for Hebron's children. I have enjoyed my term on the Board, serving initially as secretary and now as Vice-Chairman. My family and I have lived in Hebron for 11 years. I am a graduate of the University of Massachusetts and University of Michigan. As a member of the Zoning Board of Appeals, I will continue to protect Hebron's character and support the goals of the committee in balancing appropriate property use with our planning and zoning regulations. Hello, my name is Jeffrey D.Schwarz. I am a Candidate for re-election to the Hebron Board of Assessment Appeals. My wife, Rhonda and I have lived in Hebron since 1985. We raised two wonderful children, Adam and Amy who attended Hebron Public Schools K-12 and took advantage of many of the great things Hebron has to offer. Now an empty nester and looking to give back to my community I filled a vacancy on the Hebron Board of Assessment Appeals in 2008. Rhonda and I own a small business which has been located in Hebron for the past 10 years. Previously I was Chief Financial Officer for a large construction company and for the first 6 years after school I worked for a large Management Information Systems Consulting company. I have a BA in Economics from Clark University in Worcester, MA and an MBA in Finance from Duke University in Durham, NC. I was born and bred in New York City but I'm a country boy at heart who loves the semi-rural charm and character of Hebron. I request your Support and Vote on Election Day. PAULA VERRIER
Hebron Judge of Probate
In July 2009, the Hebron Democratic Town Committee endorsed the candidacy of Paula Verrier for the position of Hebron Judge of Probate and submitted a letter to the Governor who is the only official that may approve the placement of the Judge of Probate on the Ballot. The Governor has not responded to our request. The Probate Court system is going through a long overdue monumental change. Our elected Judge resigned in April 2009 and a vacancy exists. The Judge of Probate Administration has, as of September 15, 2009, submitted its proposals for redistricting Probate Judge Districts to the State Legislature. This was done without any input from our Town, and the Admistrator has apparently ignored our Board of Selectmen's letter of request for 'small town' reconfiguration, and declined to allow our Intermin Town Manager to be a part of the deliberations on reconfiguration. Temporarily, we have an acting Judge. While highly respected, she is not a stakeholder in these discussions. There was no one present in these Administrator meetings and no one spoke on behalf of the citizens of Hebron. The newly proposed reconfiguration will place, if approved by the State legislature, later this year, Hebron within a redistrict grouping of other Towns and our opportunity to have a local Hebron Resident serve as Probate Judge will be very unlikely in the coming years. The Judge of Probate is an elective position. In the November 2009 election Hebron would be able to put up candidates for Probate Judge for the larger district. However, the Governor has been unresponsive to our letter of request. Hebron needed a representative to be at the table during the consolidation and transition discussions and that did not occur. If Public Act 09-117 is followed, the changes will be effective January 5, 2011. The Probate Court is a public service afforded the citizens of our community. We are in favor of overseeing the transition of this public service with our citizenry’s best interests being considered. The next 1 ˝ years will be a very busy time for the Probate Court system and Hebron deserves to have a duly elected representative, but this did not occur and now it's in the State Legislator's hands. Hebron taxpayers will be responsible for financial contribution to the consolidated court. It is our opinion that not having a knowledgeable person from Hebron directly involved in the reconfiguration and transition can be considered taxation without representation. The HDTC urges you to contact our State Representative Pam Sawyer and State Senator Edith Prague and request they aid in resolving this serious loss of service to our Town and our Community.
