The Hebron Democratic Town Committee is committed to bettering the quality of life in the town of Hebron, in the state of Connecticut, and within our nation.
The Hebron Democratic Town Committee will strive to uphold individual dignity, while working to preserve and promote the sense of community which makes us one. The Town Committee will work to establish a town, state and national government that speak directly and honestly to its constituents, and hold that the ethic of public service must rise above that of self-service.
The Hebron Democratic Town Committee believes that the role of government is to provide a safety net for all citizens while also maintaining fiscal accountability to the public at large.
The Hebron Democratic Town Committee is committed to the principles of the Connecticut State Democratic Party Core Values and pledges that as a political entity it will strive to achieve the promise of opportunity for today and the years ahead.

| CODE OF ETHICS FOR THE MEMBERS OF THE HEBRON DEMOCRATIC TOWN COMMITTEE: Endorsed or Elected Town Office, Committee & Commission Holders; Candiates that accept Democratic Town Committee Endorsement |
.Do not make false or misleading statements;
.Avoid actions, votes or statements which would entail financial or personal conflict of interest, or that would have the appearance of such conflict;
.Cooperate with other DTC members to avoid defamatory or inflammatory political activities that may undermine the efforts of the DTC and the Connecticut State and National Democratic Party;
. Do not abuse positions of power, influence or privilege in respect to an endorsement solicited, initiated and received from the DTC, and the principles ascribed to by the State and National Democratic Party;
. Do not discriminate on the basis of race, sex, age, color, creed, national origin, religion, ethnic identity, sexual orientation, economic status, philosophical persuasion or disability. No tests for membership in, or oaths of loyalty to, the Democratic Party of Hebron are required.
. Facilitate the equal participation and access of women and minorities to all DTC political activities;
. Cooperate with the appointed DTC members directed by the DTC Chairperson in investigating issues and allegations in connection with other than appropriate conduct in carrying out the duties of Public Office, Committee, and/or Commission responsibilities, and or inappropriate DTC member conduct and decorum;
. Take all reasonable steps to ensure the integrity of the process of endorsing incumbents and candidates, and refrain from insult, hazard or misrepresentation in the course of the carrying out of DTC endorsed electoral campaigns or the accomplishment of official duties and/or legitimate support of endorsed DTC candidacies;
. Take necessary and reasonable steps to correctly alleviate and redirect the DTC's members, endorsed, elected and/or candidate representatives from:
Infringing the Code.
Committing any offense in conflict with this code or the standards and principles of the Connecticut and/or National Democratic Party.

| ARTICLE 1: Hebron Democratic Town Committee |
Section 1: Duties and Responsibilities
The Hebron Democratic Town Committee shall be the governing body of the Democratic Party in the town of Hebron, Connecticut, and recognizes, abides by, and participates in the authority vested in it by the Connecticut State Democratic Party.
The Hebron Democratic Committee is authorized and empowered to take such action and render such decisions as may be necessary to carry out fully and adequately the decisions, deliberations and instructions of its members and to promote the aims and principles of the Democratic Party at the national, state and local level.
Toward the above cited standard, effort and goal the Hebron Democratic Town Committee will engage with its State Central Committee members who are the recognized liaisons between state and local party officials, and will establish and maintain communications with the State Central Committee members and the State Democratic Party or committees within the political districts, so as to accomplish the Town Committee's goals and purpose, or to seek assistance of these bodies from within the local Democratic Party organization in the election of candidates and education of the voters, and when necessary rely upon the State Party and State Central Committee to disseminate statements of national and state party policy, and to provide and participate in other activities as the Town Committee members and the Democratic Party deem appropriate.
The Hebron Democratic Town Committee will comply with all provisions of the Democratic Party State Rules, as they may apply, and/or supersede these Bylaws.
SECTION 2: Breach of the Code of Ethics
The Town Committee may respond to a breach of the Code of Ethics by admonishment, censure, request for resignation, withholding of future Town Committee endorsements or financial support from members, incumbents or candidates seeking Town Committee support, or may initiate other sanctions the Town Committee may deem, by formal action of the Committee, to be appropriate.
SECTION 3: Expectations
All Town Committee members are encouraged to make annual or monthly contributions to the Town committee account.
A contribution equivalent to at least $10.00 per month is suggested but not required.
In-kind and volunteer time is an essential component of all Town committee members' function.

| ARTICLE 2: Membership |
Section 1: Composition of Membership
The Hebron Democratic Town Committee (hereinafter "Town Committee") shall consist of not more than thirty members who must be residents in the Town, and must be duly enrolled members of the Democratic Party. The Town Committee shall be elected at large. In any vote in a caucus for party-endorsement or primary for the election of Town Committee members, only persons on the last completed enrollment list of the Democratic Party in the Town of Hebron shall be eligible to vote or seek nomination and election as a member of the Town Committee.
Section 2: Terms of Members
Members of the Town Committee shall serve for a term of two (2) years, commencing on the day following the day established for holding a primary for the election of said Town Committee members and ending on the day established for the holding of a primary for the election of the members of a succeeding Town Committee.
Section 3: Honorary Emeritus Status
At its discretion, the Town Committee may offer non-voting Honorary Emeritus status to any past member of the Town Committee. Nomination to Emeritus status may be initiated by any three current Town Committee members by presenting their request in writing to the Nominating Committee. The Nominating Committee shall make a recommendation regarding the request to the Town Committee within ninety (90) days, and the Town Committee will make a final determination on the recommendation at its next scheduled meeting.
Section 4: Vacancy
The members of the Town Committee will fill any vacancy within sixty (60) days from the date of vacancy, if possible, by first considering the recommendation of the appointed Nominating Committee, and by a majority vote of the Town Committee members in attendance at the meeting at which a recommendation is presented. Two-fifths members of the Town Committee shall constitute a quorum for the purpose of filling a Town Committee vacancy.
If the Town Committee fails to fill a vacancy within sixty (60) days, the Town Committee Chairperson will initiate action to fill such vacancy by appointment. The Secretary of the Town Committee shall file with the Secretary of the Connecticut State Democratic Party and the Town Clerk a new membership list within ten (10) days of a vacancy being filled.
Section 5: Attendance
To be excused from a Town Committee meeting members are required to submit a written, telephone, or electronic request for excusal to the Secretary prior to a scheduled Town Committee meeting.
Any Town Committee member who misses, without excusal, 3 (three) consecutive meetings or forty percent of regularly scheduled meetings during any twelve-month period will not be recommended for town committee endorsement in the next Town Committee election.
The Town Committee may consider extraordinary reasons of absence, provided that a member submits a written request for consideration of Town Committee endorsement before the next town committee election.

| ARTICLE 3: Officers |
Section 1: Election of Officers and Call of Organizational Meeting
Not more than thirty (30) days following the day fixed for the holding of a primary for the election of Town Committee members, the Chairperson in office on the day of said primary shall call a meeting of the newly elected Town Committee for the purposes of nominating and electing officers of the succeeding Town Committee.
If such Town Committee Chairperson fails, for any reason, to call such meeting within 30 days, it shall be the duty of the Vice¬Chairperson in office on the day of said primary to call the meeting within forty-eight (48) hours.
If the previous Town Committee Chairperson and Vice-Chairperson fail, for any reason, to call such meeting within 30 days, it shall be the duty of the current State Central Committee member serving the Town to do so.
If the previous Chairperson, Vice-Chairperson or the current State Central Committee member calls such meeting, they must give notice to
the newly elected Town Committee members of the necessity to hold such meeting at least fifteen (15) days prior to said meeting,notwithstanding any party rule concerning time notification of meetings to Town Committee members.
Section 2: Terms of Town Committee Officers
Such officer nominations and elections must be held on the same date. A temporary Chairperson and temporary Secretary shall be nominated and elected by a majority vote of the newly elected members of the Town Committee. Should more than one member accept a nomination for an officer position an election shall be held to fill such contested position. The majority vote of the members in attendance at the above¬stated meeting shall determine each office so contested. Should an officer position receive one nomination the temporary Secretary shall cast one ballot in favor of the nominated member, Any officer positions that remain open at the close of nominations may be filled by appointment of the Chairperson, following the election of said officer position. Officers of the Town Committee shall serve for a term of one (1) year, commencing on the day and date of the established officer election date, as above defined, and, should no member seek to be nominated to serve as an officer, in the first monthly meeting of the succeeding year, any incumbent officer, not challenged by nomination of another member, may serve consecutively through the remaining term of office held by the member, but all said officer positions shall become vacant and end on the day established for the holding of a primary for the election of the members of a succeeding Town Committee. A member must be present on the day of nominations or must have submitted a written statement of acceptance of a nomination to a specific officer position, to the Secretary, not later than the day before said nominations occur, so as to properly qualify for election.
Section 3: Qualifications
The officers of the Town Committee shall be elected from the membership of the Town Committee.
Section 4: Term
The officers of the Town Committee may hold office for the term of the Town Committee electing them and until their successors have been elected, in compliance with Article 3, Section 2.
Section 5: Duties
Each of such officers shall have the duties usually incident to his or her office and such other duties as the Town Committee may from time
to time prescribe. Officer actions will be timely reported to the DTC.
Chairperson: The Chairperson of the Town Committee shall preside at all meetings of the Town Committee and shall be an ex-officio member of all sub-committees.
The Chairperson will appoint the following Standing Committees from the current membership of the Town Committee: Nominating Committee, Fundraising Committee, and Ad Hoc Committees as necessary.
Vice-Chairperson: The Vice-Chairperson of the Town Committee shall assist the Chair in the administration of the Town Committee and in the absence of the Chair shall perform all the duties of that office.
Treasurer: The Treasurer of the Town Committee shall have charge of all monies received, pay all debts of the Town Committee,render a monthly report regarding income and expenses, and file all necessary forms and returns required by local, state, and federal law.
Assistant Treasurer: The Assistant Treasurer of the Town Committee shall assist the Treasurer and will, when required, act on behalf of the Treasurer in cases where the Treasurer is unable or unavailable to carry out said duties.
Secretary: The Secretary of the Town Committee shall keep the minutes of meetings, take roll call at each meeting, maintain attendance records, maintain a record of all correspondence and other written information, initiate bonding of officers as provided for in Section 6 of this Article, maintain and update membership records, and be responsible for initiating and processing Town Committee correspondence, as is required by said Bylaws, Town Committee action or Town Committee officer action.
Section 6: Filing List of Officers and Members
Within one (1) week after organization of the Town Committee, the Secretary shall file with the Secretary of the Democratic State Central Committee, the Town Democratic Registrar of Voters, and the Town Clerk, a list of the names and addresses of the officers and members of the Town Committee. Should the composition of the members of the Town Committee change, the Secretary shall file an updated list as required above.
Section 7: Bonding of Officers
The following Officers shall be bonded within ten (10) days of their election and/or appointment: Chairperson; Treasurer; Assistant Treasurer.

| ARTICLE 4: Town Committee Meetings |
In accordance with the Charter of the Democratic National Committee, all meetings of the Hebron Town Committees, subcommittees and all other Democratic Party committees shall be open to the public, and votes shall not be taken by secret ballot. The Town Committee shall meet at least ten (10) times each year.
Section 2: Special Meetings
Special meetings of the Town Committee may be called by:
A. The Town Committee Chairperson.
B. Written request of the majority of the Town Committee's Officers.
C. Written request signed by twenty percent (20%) of the Town Committee membership, presented to the Chairperson.
Upon receipt of such request, the Chairperson shall instruct the Secretary to give reasonable notice of the time and place and purpose of such meeting to all members of the Town Committee. Said notice shall be not more than ten (10) days after receipt of said written notice. Said meeting shall be not more than fifteen (15) days after receipt of said written notice.
Section 3: Quorum
Two-fifths of the membership shall constitute a quorum at any meeting of the Town Committee.
A quorum must be present at the time of any vote.
At any Town Committee meeting, called for any purpose, in the event that a vote is taken that shall result in a tie, such tie vote shall be resolved by the vote of the Town Committee Chairperson, but this provision shall not affect his or her right to cast any vote to which he or she is otherwise entitled as a member of the Town Committee.

| ARTICLE 5: Endorsement of Candidates for Town Office, Town Committee & Selection of Delegates to Conventions |
Section 1: Selection of Town Committee Endorsed Candidates for Town Committee, Party Endorsed Candidates for Town Committee and Town Office, and Delegates to Conventions.
Section la: Candidacy for Town Committee Membership:
i. Any registered Democrat of the Town of Hebron who determines to seek election as s Town Committee member may request the endorsement of the Town Committee. The Town Committee, at a meeting called for the purpose, shall select a Town Committee endorsed slate of candidates, and the Secretary of the Town Committee, in preparing the ballots for the caucus to select party endorsed candidates for Town Committee, shall list first, in alphabetical order, the names of the Town Committee endorsed slate. In order to be considered for the endorsement of the Town Committee, prospective candidates must be present on the date of the Town Committee meeting set for endorsing the Town Committee endorsed slate or must have submitted a written statement of acceptance of a nomination as a Town Committee endorsed candidate, to the Secretary, not later than the day before said caucus for selection of a party endorsed slate for Town Committee.
ii. Party Endorsement of Slate for Town Committee
The enrolled members of the Democratic Party in the Town, at a caucus called for that purpose, shall select party endorsed candidates for the Town Committee by majority vote of those present and voting. Any registered member of the Democratic Party who is not a Town Committee endorsed candidate, but desires to be nominated for party endorsement for Town Committee at the caucus, and wants their name pre-printed on the ballot at the caucus must register with the Secretary of the Democratic Town Committee at least seven (7) days prior to such caucus, as provided in this Article, Section 11. The Secretary shall provide notice of such names, along with the names of the Town Committee endorsed slate, on file for nomination of party endorsement at least five (5) days prior to such caucus by publication in a newspaper having circulation in said town and by posting on the public sign post.
Any registered member of the Democratic Party who desires to be nominated for party endorsement to run in the primary for Town Committee and whose name was not printed on the ballot prepared by the Secretary, may be nominated from the floor of said caucus. The Secretary must provide sufficient space on the ballot for the names of candidates from the floor to be hand-written on said ballot.
Section lb. Candidacy for Town Public Offices:
The Town Committee, at a meeting called for that purpose, shall select party endorsed candidates for all Town offices, including, but not limited to: Selectmen, Town Boards, and or Commissions by majority vote of those present and voting.
Section lc. Selection of Delegates to Conventions:
The Town Committee, at a meeting called for that purpose, shall select delegates for local, state, and federal conventions by majority vote of those present and voting.
Section 2: Slate Endorsement
The selection of delegates to any convention may be made by nomination of a slate composed of a number of persons not exceeding the number of delegates to which the Town is entitled under the State rules of the Democratic Party.
The voting for endorsement of delegates to each convention shall be done by individual convention.
Section 3: Party Endorsed Candidates for Town Office
Candidates for Town office chosen as provided under Article 5, Section 1 b, shall run in the primary for such office as party endorsed candidates; provided any such candidate shall be the nominee of the Democratic Party for the office for which he or she is a candidate if no valid opposing candidacy has been filed for nomination to such office by four o'clock (4:00) pm on the twenty-first (21 st) day preceding the day of the Democratic primary for such office.
Section 4: Party Endorsed Candidates for Town Committee
Candidates for Town Committee members chosen as provided under Article 5, Section la(ii), shall run in the primary for Town Committee members as party endorsed candidates; provided such candidate shall be elected as members of the Town Committee if no valid opposing candidacies have been filed for Town Committee members by four o'clock (4:00) pm on the twenty-first (21 st) day preceding the day of the Democratic primary for Town Committee members.
Section 5: Insufficient Endorsements
If, for any reason the Town Committee fails to make, sufficient endorsements of candidates for Town office or Town Committee, or fails to select delegates to conventions, the provisions of the Connecticut General Statutes, as amended shall govern.
Section 6: Certification of Party Endorsed Candidates
The Secretary and the Chairperson or presiding officer in the Town Committee, caucus, or convention shall certify to the Town clerk and/or
the Secretary of the State the names and street addresses of the party endorsed candidates selected as provided in Article 5, Sections la(ii), 1 b, and 2, the title of the office for which each person is endorsed or the position as delegate for which each person is selected, and, when appropriate, the date upon which the primary is to be held.
Section 7: Date of Party Endorsement of Candidates
Each party endorsement of a candidate to run in a primary for the nomination of candidates for Town office or for election as Town Committee members shall be made not less than forty-nine (49) days or more than fifty-six (56) days before the established primary date. Said endorsement shall be certified to the clerk of the Town by the Chairperson or presiding officer and Secretary of the Town Committee, caucus, or convention, not later than four o'clock p.m. on the forthy¬eight (48th) day proceeding the day of the primary.
Section 8: Date of Selection of Delegates
Each selection of delegates to a state or district convention shall be made not earlier than the one-hundred-fortieth (1 40th) day and not later than the one-hundred-thirty-third (133rd) day proceeding the day of the primary for such state or district office, and shall be certified to the Town Clerk by the Town Chairperson and Secretary of the Town Committee not later than the one-hundred-thirty-second (132nd) day preceding the day of the primary.
Section 9: Vacancies in Party Endorsed Candidacy
If the endorsed candidate for nomination to a Town office or for election as a Town Committee member, prior to twenty-four (24) hours before the opening for the polls at the primary, dies, or prior to ten (10) days before the primary withdraws his or her name from nomination, or for any reason becomes disqualified to hold office or position for which he or she is a candidate, an endorsement may be made to fill such vacancy by the Town Committee, by a majority vote of those present and voting, at a meeting called for that purpose.
No candidate shall be deemed to have withdrawn until a letter of withdrawal signed by such candidate is filed with the Town clerk.
The Secretary of the Town Committee will within two (2) days of an endorsement certify to the Democratic Registrar of Voters and the Town Clerk or Secretary of the State, as the case may be, the name of the person so endorsed. Such certification of a nomination to fill a vacancy due to death or disqualification shall include a statement setting forth the reason for such vacancy.
Section 10: Caucuses
The Chairperson of the Town Committee shall provide notice of any caucus at least fifteen (15) days in advance of said caucus. Such notice shall include the time, place, and purpose of said caucus and shall be given to all registered Democratic voters in the Town by publication in a newsp~per having circulation in said town and by posting on the public bulletin board, located at the Hebron Town Office Building.
The scheduling of any such caucus shall be determined in accordance with the provisions of State Primary Law, as amended.
The Chairperson of the Town Committee shall be temporary chairperson of any such caucus until a permanent chairperson of the caucus can be elected.
The Secretary of the Town Committee shall be the temporary secretary of any such caucus until a permanent secretary of the caucus can be elected.
Such caucuses shall be conducted in accordance with the provisions of the Connecticut General Statutes, as amended.

| ARTICLE 6: Nominations of Public Office, Committee Members & Delegates |
Section 1: Plurality Vote Determinative of Nomination.
The nominations of the Hebron Democratic Party to Town offices, Town Committee membership shall be made as provided by the State Primary Law, as amended. Whenever a primary for nomination to a Town office or Town Committee membership is to be held under the provisions of said law, the nominee of the Democratic Party for such office, membership or delegation shall be determined by a plurality of votes cast.
Section 2: Vacancy in Nomination
If the nomination has been made for a Town office and the nominee thereafter, but prior to twenty-four (24) hours before the opening of the polls on the day of the election for which such nomination has been made, dies, withdraws his or her name, or for any reason becomes disqualified to hold the office for which he or she has been nominated, a nomination to fill such vacancy may be made by the Town Committee, by a majority vote of the Town Committee members present and voting at a meeting called for that purpose.
The Chairperson of the Town Committee shall certify the nomination to fill such vacancy to the Secretary of the State and shall file a copy with the Town clerk. Such certification of a nomination to fill a vacancy due to death or disqualification shall include a statement setting forth the reason for such vacancy.
Section 3: Voting
All votes for election as officers of the Town Committee or for nominations as party-endorsed candidates shall be by open ballot.
Section 4: Special Caucuses
Special caucuses may be called for any lawful purpose by a majority of the Town Committee or by not less than five percent (5%) of the registered Democratic voters in the Town. The call for any such special caucus shall be submitted to the Secretary of the Town Committee in writing and signed by each of the persons issuing the same, and the notice of the time, place, and purpose of said special caucus shall be given to all registered Democratic voters in the Town, at least five (5) days in advance of such caucus, by publication in a newspaper having circulation in said town and by posting on the public bulletin board, located at the Hebron Town Office Building.

| ARTICLE 7: Definitions |
Town Office: As used in these rules, "Town office" means any elective office of the town of Hebron, and the offices of justice of the peace, state representative in the state assembly district inclusive of the town of Hebron and other such qualified towns within the most current assembly district configuration, state senator in a state senatorial district composed of the town of Hebron and other such qualified towns within the most current state senate district configuration, and judge of probate. The other terms in these rules shall have the same meanings as in the State Primary Law, as amended.
StatePrimarv Law: As used in these rules, "state primary law" refers to Title 9, Chapter 153 of the Connecticut General Statutes, parts I through V, entitled "Nominations and Political Parties." The terms used'igthese rules shall have the same meaning as set forth in Section 9¬372 of~aid Title and Chapter.

| ARTICLE 8: Amendments of the By-Laws |
The Democratic Town Committee may amend the by-laws by a majority vote of the members present and voting at a meeting called for thafpyppose, provided the amendment is submitted in writing at the previous regular meeting and copies sent with the notice of the meeting at which the amendment will be acted upon, in accordance with Article 4, Section 3.
A caucus of the enrolled members of the Democratic Party may also amend the by-laws. Such caucus shall be called by the Chairperson of the Town Committee upon filing, with the Democratic Registrar of Voters, of a petition signed by at least five percent (5%) of the enrolled Democratic Party members and held within fourteen (14) days after the filing of such petition.

| ARTICLE 9: Robert's Rules Governing |
Robert's Rules of Order shall be construed as generally applicable, controlling, and conclusive on parliamentary issues, and be utilized with
restraint and decorum, as required to conduct the proceedings of the Town Committee's deliberations, except as hereinafter provided.

| ARTICLE 10: Coverage |
A copy of these rules, as adopted, shall be filed, within seven (7) days, with the Town clerk, Secretary of the State Democratic Party, and the Secretary of the State and shall be deemed to cover the operations of the Democratic Party in the town of Hebron, Connecticut until such time as the party within such town adopts a rule or amendment on the same subject matter, consistent with these rules and the Connecticut General Statutes, and files the same with the clerk of the town and the Secretary of the State.
Nothing herein shall be construed to permit the Hebron Democratic Town Committee to alter the basis of representation as found in articles of the Connecticut State Democratic Party's State Rules, unless such alteration be allowable and/or required by change in the laws of the United States or of the State of Connecticut or by revision in the Connecticut State and/or National Democratic Party Rules.
